Rebellious, Stubborn and Ungovernable

In 1720 General Phillips arrived at Port Royal as the new Governor of Acadia. On May 9, 1720, he issued a proclamation to the Acadians that they must take the 'Oath Of Allegiance' or leave the country in ~3 months.

The proclamation also said, they couldn’t sell or take with them any of their property. Official notices were translated into French to be distributed. Governor Phillips thought that this would really force the Acadians to take the 'Oath'. But the Acadians still refused. 

Because the Acadians continuously refused to take the 'Oath of Allegiance', Governor Philipps declared the Acadians to be...

In addition, he also solidified that the Acadians could not be allowed to leave Acadia in fear of strengthening the population of their French neighbors. The Acadians became very 'defiant and hard to control' ... the Grand Pre' and Beaubassin Acadians even more than the Port Royal Acadians.
